Alaska Statute 40.25 and Sitka General Code 1.25 provide that the public records of the City and Borough of Sitka, with certain exceptions, are open to inspection by the public under reasonable rules during regular hours. Disclosing public records and making copies of them upon payment of the required fees, if any, is a public agency obligation. To provide access and management of current records and to preserve noncurrent public records of permanent value for study and research, the City and Borough Assembly enacted SGC 1.25 and 1.35.

As part of the City's overall centralization plan of municipal records, the Municipal Clerk's office has organized a Municipal Records Center in the Administration Building at Sawmill Cove Industrial Park. The records center is managed by the Records Archivist who is tasked to assist the Municipal Clerk in the administration of complex records retention, accession and destruction procedures and preservation of public records for the future.
