Attorney

The Municipal Attorney, Robin Koutchak, provides legal services to the Assembly and administration in administrative law matters, civil and criminal litigation and concerning a variety of public law issues. She does not provide direct legal advice to the public because of Alaska Rules of Professional Conduct.

The criminal cases/violations prosecuted by the Municipal Attorney include only: Driving While Under the Influence of Alcohol or Controlled Substances (DUI 1st offense), Minor Consuming or Possessing Alcohol (MC-1st and 2nd offenses); Driving While License Revoked, Suspended, Cancelled, or in Violation of Limitations (DWLR/S/C 1st offense) and Reckless Driving. 

She serves the Assembly as parliamentarian at Assembly meetings, provides legal advice, and drafts ordinances and resolutions. She assists the departments, drafts and/or revises ordinances, resolutions, leases, agreements and serves as municipal counsel/prosecutor in judicial (criminal and civil litigation) and administrative proceedings. She also provides legal services for boards, commissions and committees.

Sharon Joseph is her legal assistant, who principally addresses criminal case matters, collection, and basic drafting of ordinances.
