Relicensing


BLUE LAKE PROJECT HISTORY

The City & Borough of Sitka owns two hydroelectric projects licensed by the Federal Energy Regulatory Commission (FERC): the Blue Lake Project (FERC No. 2230) and the Green Lake Project (FERC No. 2818). The Blue Lake Project was originally licensed in March, 1958, with a fifty-year license term. The Green Lake Project was originally licensed in April, 1979, also with a fifty-year license term. Essentially all of Sitka’s electrical energy comes from these two projects.

The license for the Blue Lake Project expires on March 31, 2008. Under FERC regulations, the City must submit an application for new license no later than March 31, 2006. Further, under FERC regulations, the City must submit a Notice of Intent to relicense (rather than abandon) the Project no more than 51/2 nor less than 5 years prior to license expiration. The City submitted its NOI on October 1, 2002.

The City and Borough of Sitka Electric Department manages these two projects for the City, and is the lead City agency responsible for relicensing the Blue Lake Project. (In this website, the Electric Department is referred to as “the City” indicating the Department’s assignment as relicensing manager.)
