Welcome...The Planning and Community Development Department consists of the Planning and Community Development Director, Planning Manager, Planner I, and Sustainability Coordinator. Together, the Planning and Community Development Department strives to create a safe, functional, and attractive city through coordinated community visioning, comprehensive planning, and development review. Providing exceptional public service is our highest priority. Our staff assists the public, Assembly, Planning Commission, Historic Preservation Commission, Sustainability Commission, and various other Commissions and Departments by providing information, guidance, and direction on land use issues and regulations. Among other services, the Planning and Community Development Department:

  • Collaborates with property owners, lease holders, and developers on site design and opportunities
  • Reviews applications for Variances, Conditional Use Permits, Zoning Text and Map Amendments, and Subdivisions
  • Provides staff support to the Planning Commission by providing development review and professional recommendations
  • Initiates and directs studies and reports pertaining to long and short-term planning needs for community growth
  • Produces and updates mapping products including Tax Maps, Address Maps, Zoning Maps and GIS site
  • Processes lease agreements for municipally owned tidelands
  • Processes lease and land sale applications of municipally owned land
  • Assigns street addresses

Comprehensive Plan

The Sitka Comprehensive Plan 2030 was unanimously approved by the Assembly on May 22, 2018. A big thank you to all who participated in our process.


Hard copies are available for viewing at Sitka Public Library and the Planning office at City Hall.

Smart Growth America conducted a free land use code audit, culminating in an Assembly presentation and a community workshop in September 2017. This audit is a natural progression of the comprehensive plan update process. SGA's recommendations are summarized in the memo found at the link below.
